Apparently Roosters are not illegal to own in Harris county, no matter where you live.
FI called the HOA directly yesterday (last time we went through the property company we are renting through). The lady he needed to talk to was out to lunch so they told him to call the City of Katy. Since we live in unincorporated Katy they can't help and suggested calling the county. After being transferred to "livestock" FI was informed that, while annoying, owning a rooster is not against the law in Harris County and only the HOA can do anything about it.
FI got in touch with the appropriate woman at the HOA today and it turns out that when they were contacted about rooster complaints (supposedly receiving hundreds of them) people were actually complaining about a different address and we just live in a big chicken coop! A letter is being sent out to our neighbors today, and after 3 letters if the rooster is still living next door the lawyers get involved. They will send a letter (if need be) and if it continues to go ignored they WILL file suit. She also told FI she would continually check in with him, and he will for sure stay on top of her.
Moral of the story? Always look over the fence when finding a home in Harris County.

Can you file a noise complaint with the police if the rooster is crowing during the night?
