take 3 minutes to look at my account history, you will see that you are
not making sense.

If you have submitted the claims into the
account, prior to the deductions coming out of your paycheck, then as
soon as the deposits post to the account, it will generate a payment to
be reimbursed to you. If there isn't any available balance, and you
submit a claim into your account, then the claim will not be reimbursed
until there is a deposit that posts to the account.

Ok, but the $208 has posted to my P&A
account. It says it is available. you are saying I have to wait until is
says $414 instead of just paying out a partial claim which is what has
been done for the last 2 years.

I get what she's saying about there not being enough money to pay your claim, but it shouldn't have taken nearly that long to get that across. All she had to say was:
-Ma'am, the reason for the payment delay was because the claim amount of $414 exceeded the $208.34 in your account. You can either resubmit your claim for $208.34, or we can hold this claim until your account reflects a balance of $414.
But it looks like Jaime is not too awesome at articulating.
My DCFSA is like that too, where the claim amount can't exceed the amount in the account or they won't pay it. Our daycare is $750/mo but at the end of 2011 I only had $555 in the account, so I had to attach the receipt for $750 but then put $555 on the claim form for them to pay it.But that isn't how this plan works or has worked for the last 2 years and she said nothing changed. I submitted 5 total claims last year. All for big amounts over the $208 bi-weekly contribution - we have never had to limit the claim to $208.34. I received a partial payment i.e. the $208 every time a deduction was taken from my check.
HR actually got involved and the P&A people said that I should have been paid a week ago because my claims don't have to be limited to $208.34 and that the girl I was conversing with was wrong.
I would have been so frustrated that she kept contradicting herself by telling you that the plan had not changed, yet the way it worked previously was not the way it worked now.
You made it much farther than I would have before I went in search of a higher authority. I have little patience for CSR's like that.
Our dependent care plans work the same way H. You can get the $1 back that's in your account if it's available. No need until you have everything there to cover the latest claim.

I couldn't read the whole thing, and I agree Harmony that Jamie chick was clueless.
It seems she was a former basic clerical bookkeeper who thinks line items have to match precisely before any action can happen, as opposed to you submitting your claim and them computing it as:
Claim for 414, amount available 208, pay 208, remaining balance of claim is 206.
And then the next pay period it would pay the remaining 206 plus $2 and so on so you'd get the 208 paid back to you every pay period through the remainder of the year.
And I'm super pissed that she didn't connect you to a manager the SECOND time you asked and kept going back and forth on it with you.
