I am trying to make a bed for my dog. I want the final pillow to measure 27"x27". How much fabric do I need to add to account for the stuffing and seams so that the final product comes out to my 27x27?? TIA!

If you did 1/2" seam allowances you would need a square that is 28" x 28". Some fabrics are around 45" wide and some are around 60".
If it is 60" wide I would probably get around 30" of fabric cut and then cut it down to 2 28x28 squares. If your fabric is 45" wide you would have to get at least 56" cut to get 2 28x28 squares.
