I'm taking my 18 year old niece for a girl's weekend. So, someplace on the beach, near shopping and good restaurants and where we won't need a car. any suggestions?

Wailea is a really nice area, very upscale, with some of the most luxurious and gorgeous hotels on the island. We stayed at the Fairmont Kea Lani and absolutely loved it. All the rooms are suites with huge patios. Fabulous 24-hr pool area and the beach right in front is really nice.
The Shops at Wailea (www.theshopsatwailea.com) is an amazing and fun place to shop at, and it's right nearby. Plus there's some great restaurants there as well (eg. Cheeseburger Island Style, Tommy Bahamas & Ruth's Chris).
You can also check out the Grand Wailea resort, the Four Seasons, and the Wailea Marriott (which would be the most affordable). All have great restaurant options as well.
ETA: I'd say you don't need a car since you're only going for the weekend. You can have a fabulous time just getting in some good beach/pool time at the resort, maybe some spa-ing, and the shopping, and hotel hopping - sounds pretty awesome to me. Oh, and Kihei is only about 5 minutes away, wouldn't be much for a cab. We even rode our bikes there.
Between West Maui and South Maui, I think West Maui is more "girls weekend-friendly" and a bit more walkable. Front Street is super fun - lots of restaurants, shops, galleries, shave ice stands. You can take surf lessons in Lahaina Harbor (I think that's what it's called?), which is super fun.

I agree with this.
South Maui is stunning - but much quieter. And honestly, I kind of feel like you need a car unless you don't intend to leave your resort. The resorts are pretty large and getting around to shops and restaurants is a little more difficult. I prefer South Maui, but I like the fact that it is quieter.
West Maui has more shopping, nightlife and more energy. I would think if you stayed where most of the big resorts are, that you wouldn't need a car.
