They do clean up their job listings so I am surprised it is still listed. I just got certified in a skill set relevant to the position. I would love to have this job so I really want to reapply.

Yes, I would reapply. Specify in your CL that you were recently certified and how this can benefit them.
I would be careful offering to temp/volunteer. You may end up more as free labor than anything.
