Does this make me crotchety?
One of my neighbors has been letting their kids run up and down the hall in 10 minute increments all day. I'm considering opening my door and telling them to stop. This isn't the first time this had happened. Am I within my rights or do I just hate fun because it's seriously driving me insane.

It depends. Is this a regular thing? What's the weather like outside? What time of day?
if it's cold/crappy outside and it's during the day - while annoying, I wouldn't say anything. The kids may literally have energy to burn!
But trust me - I'd be annoyed too.

That's totally rude and inconsiderate.
I would put a thread across the hallway a few inches up and trip them. Not really but it would be tempting.
I'd say something. If my door opened outward, I'd be tempted to time it just right to scare them.
