Question for Hiring Managers

Here's the back story: My DH and I work in similar fields.

My DH is up for a promotion at work. The position has been advertised on the company website and he works for very large media conglomerate. DH even wrote the description for the job on the company website. He is one of the best in the business in his field and his boss loves him. He's almost certain his boss is going to offer him the job.  

We found out that a former classmate got an interview for the same position. (I'll refer to him as CM) This CM took over my job at my last employer when I left for a better position with another company. I had no say in the process of hiring him, because I left before he interviewed. CM stayed on the job for about a year and then was fired for what my old boss told me was incompetence. Bear in mind it's almost impossible to get fired from this company because we were all union workers. 

My DH was few year ahead of this CM and we both worked with him in projects in collage. While this CM was a very nice person, he really had no idea what he was doing in this industry, plus, we've seen his resume. CM doesn't even meet the requirements for the position. They are looking for someone with five years experience in the field. I don't even think he has one.

My question is why would a hiring manager interview someone that is obviously not qualified for the job?
