Maybe only the poor schools. Because they'll probably grow up to be welfare recipients and they'll have to drug test them at that point anyway.

Well, if he was trying to get welfare money...
My guess is that they're going to make it out like "well if he was a proper teen who didn't get in trouble and get suspended, then he wouldn't be out as late as he was because he would've had to go to school the next morning, therefore he wouldn't have been killed" or some random, just-as-stupid reason.
