So I dug his number out of the trash but it's been like a month since we went out and I told him I wasn't interested in a second date.
What should I even say to him? I reconsidered and would like to go out with you again? Internet strangers think I should give you a second chance?
IDK, I feel kind of stupid, like maybe he's met the love of his life in the last month? Advice please!

I agree with Melinda. I didn't realize you had already turned him down. I say let this be a lesson learned to maybe go for the second date more often and move on from him. It seems to me like you are dwelling on this guy just because in comparison to recent dates he seems much less offensive and you're kinda grasping at straws.
No retreads.
Also, could you date a guy that made you think of Rick Santorum and/or Jim Tressel? Sweater vests don't have a good track record.
