I did consider getting topless back when the liquids ban started. I have one of those water bras, and I wanted to make a statement by taking it off and putting it in my ziplock bag.
Then I checked the TSA website and found out that liquid bra inserts are explicitly exempt from the plastic baggy rules. They permit "items used to augment the body for medical or cosmetic reasons such as ... bras or shells containing gels, saline solution, or other liquids." So, you can carry whatever liquids you want, as long as you stick them down your shirt to make you chest look bigger. Good to know, eh?
