The Marshall's by me always has a ton of work-appropriate Calvin Klein dresses for around $30 and they're really flattering.
I just bought this at Old Navy last night and really like it with a tiny belt and you can wear dressy shoes or flats, or pair it with a cardigan.

Ditto - I LOVE the CK dresses at TJ Maxx & Marshalls. The price is great and I haven't had a problem with the quality at all.
I also get lots of my work dresses from BR Outlet. Wait until they have a sale - I rarely pay over $40 for any of them.
I've gotten some cute work dresses from the Limited in past years. I'm not overly impressed with what they have in stock right now, but maybe check there later?
Do you have an Ann Taylor Factory Store near you? I have quite a few spring/summer work dresses from there as well.

I know you said you tried ON but I just bought this dress in black and green (not available online now) and I think it's great. It definitely needs a belt but it's very comfortable and even has hidden pockets. It really does look way better in person!
