Sister moving in the summer
What "rules" or "expectations" should I set? She will be moving in with her fiance. We all get along very well and they'll be coming for a visit first to get a feel for things. They've always wanted to be out here in CA (she's in KS), but need a step up to get on their feet here.
They have pets, and I plan to tell her that her pets stay in her room (we already have pets and the cats are pretty territorial) and a baby gate stays up to prevent escapees. Are there any other things we should set up or talk about?

Are you planning on making a lease and having them sign it?
You should discuss (and put in a lease):
-cleanliness of house/chores
-what/when they're paying for (rent, utilities, groceries etc)
-quiet hours (how late guests are over etc)
-how long they get to stay
I'm sure other posters will have more ideas.
What kind of pets does she have? If it is a larger pet, especially a dog, I think it is pretty unrealistic to expect her to keep them in her room at all times. No waqy is that going to work out well.
I would also set up a time limit for how long they get to stay and also detail what expenses they are responsible for. Perhaps set up a cooking/cleaning schedule.
you need to put EVERYTHING in writing. EVERYTHING. as well as what happens if rent isn't paid, agreements aren't kept etc...
Google a standard lease agreement and use that as a starting point. You won't regret being a little extra formal later on.
Then talk about expectations about behavior, cleaning, visitors, new/replacing pets, storage, guests, friends, holidays, decorating, common areas, and noise. Theirs AND yours. What does she want/expect from you?
And expectations for when they plan to move-out.
Definitely this...make sure ALL of you discuss and agree prior to the moving in day.
