I showed up to work this morning and some of my coworkers were standing around. As I got closer I saw what they were looking at, one of the seagulls had flown into a pole on our building, and his wing was completely turned in the opposite direction. At the time he had just lied down. I went inside and got the animal control number, and they said they'd send an officer, but before he got there the bird jumped in the water. It's low tide so he's just standing down there, and he's obviously in pain, but in the water there isn't much anyone can do for him. I called the cops back to tell them, and they then said that since he was a protected animal there wouldn't have been much they could do anyways. They wouldn't have even been able to put him out of his misery because he's considered 'protected'. Now every time I look out my window I see this sad bird wading in the water... :-( I want to help him, but I don't know what can be done now..

Look and see if there are any bird or wild life rescues in your area. They may be able to help him.
Last time I thought we had an injured seagull (turns out his arm just grew that way) I called around and they all told me unless I CAUGHT HIM they couldn't take him and rehab him. Maybe if he was still on land there'd be some way I could do that, but in the water there's just no way. And tide will be coming in soon.
It makes me very angry to know that because he's a 'protected species' they can't put him out of his misery. He's going to slowly starve this way if another predator doesn't eat him first. It just makes my stomach turn...
Edit: This bird right now IS injured. There was one a few months back that wasn't but he just looked it. I didn't want there to be confusion if this arms bird grew this way, one of my coworkers saw it hit the pole and come crashing down.
If I had water boots and gear I could go in after him, but I don't have that kind of stuff. He's not domesticated at all so he won't come to me. If I had raw fish I might be able to bribe him while it's low tide, but I don't.. I'm going to call around and see if anyone would be willing to lend me a cage for him and then take him to rehab him. Even if I got him to come to me now I couldn't do anything with him, I need some back up.
