Anything you can achieve through hard work, you could also just buy.
That is odd to have one window centered up there. Is that all one giant room?
Maybe some shutters would help "take up some space" with the rest of the plainness of the 2nd story? You might get them custom made to be a little wider than normal.
HA! That's not that bad! There are so many hideous homes out there, I was expecting MUCH worse.
Unless you want to hire a contractor to board up the one window and put in two, there's nothing you can do about that up top, so you'd have to just accept it. I thought about shutters, but I think they'll only emphasize it.
Regarding the porch posts, I don't know that these are undersize. Maybe they could be a wee bit bigger, but they're not dramatically out of scale like many are. Since the house is white, I don't think adding railings would help - they'd just disappear.
I think substantial (visually heavy) and brightly colored porch furniture would go a long ways. Maybe try hot pink and lime, and repeat with substantial containers of plants in the same colors.
Of course, rip out that one lone shrub by the walk and replace it with a proper planting. Repeat plants in the same colors from the porch.

I think painting the door a different color would go a long way, along with hanging shutters on the front windows of the same color (I dont' think its necessary to hang them on the sides too, personally, but I'm sure others feel differently about that). The lone window up top does not bother me like it does for others. If you don't like the lone window, you might not want to do the shutters up there, might draw your eye up too much?
I think the house is really cute! We have seen much, much worse homes as far as curb appeal goes around here!
I was also going to say paint the door. I love how Young House Love painted their door yellow. It's so bright and really adds some color to the front of the house. Overall, I think the house is cute it just needs a little color. Maybe even getting a rocking chair like they have and painting it a vibrant color to add something to the front.
