never thought I would do this, but: help dress me

I've posted over on the international nesties board asking advice for the very short time we're going to be in London (18 hours!) on our way to Greece - we leave Monday.  One of the things we want to do is have tea and right now, we have reservations at Harrods. 

The question is: how do I dress for a day of walking around, taking the subway and having tea with a "smart casual" dress code all while probably dealing with soggy/chilly weather?  The ladies on the IN board said smart casual meant no jeans/sneakers (probably mostly for H), but I assume I probably also shouldn't wear jeans.  I'm honestly kind of stumped.  Anything I can think of that I would wear for tea (that I already own) is not practical for walking around all day in rainy weather.

  • Dress/skirt with tights (if its cold) and comfy flats?
  • Leggings, a tunic, boots or flats and a scarf.  Layer with a rain coat or a cardigan depending on the weather.

    possibly - I don't currently wear any outfits like that, but I may be able to put something together and buy tights this weekend.

    I don't really want to pack boots since the rest of the trip I really wouldn't need them (and I'm trying to just take a carry-on).  But I do have a tunic and cropped leggings I could wear and just layer on sweater/jacket/etc.

  • My FIL just got back from England on Tuesday and said it was super cold and rainy the 2wks he was there - in the 40's F during the day, which to me is pretty damn cold.  The way he described it, I'd take warm clothes other than jeans, and wellies and just stick some flats in your bag for when you go to tea.

  • I would probably wear skinny ankle pants, flats, skinny belt, cute sweater or cardigan and a nice jacket or coat and a scarf. Layers you can wear but also wear out later in a not so cold climate.

    thanks!  I think this might be the easiest and most versatile option.
