  I've never had one that shaved as close as a regular razor. I have a little hand held battery powered one that I found for about $10 at CVS. It's good for touch ups - those panic moments when I realize my legs are a lot hairy than I thought, I'm wearing a dress, and have to leave for work in 5 minutes (and my husband loves using it, but don't tell anyone ), but it doesn't do good enough for all the time for me. But I also have dark, thick hair so I really can't get away with much growth before it's really obvious on me. If you have lighter or thinner hairs, you may be satisfied with one.

  I wouldn't say they're "better", they're just more convenient, easier to use, etc.  Like pp said, you won't get a closer shave than with a good ol' regular razor/shaver.
