Garage converted into bedroom with out permit Question
My sister converted her single garage into a bedroom, but did not get a permit to do so. She now wants to refinance her home, but is afraid that the appraisal will be affected. Do you think the appraisal will be affected if she didn't have a permit? This will detemine if she will go forward with the refinance.

It's hard to say if the appraiser will even ask. Do you know if the bank will send a person to look at the inside of the home? Some banks may only do drive-by appraisals. Others may pull home values from their special computer program without leaving the office.
Can she go back to the city and get a permit retroactively? Maybe paying the permit fee, and a punishment fee for not getting one first before doing the project, is worth it to do the refi if the refi will save her money.
However, does the city even allow garages to be converted into bedrooms??? If not, then I'd avoid the city altogether and chance it with the appraisal.
I can tell you that she can not claim the permitted space when she sells.
The issue is she can not expect to reap the $ rewards of 'new space' without paying the piper, if she wants to declare increased value she has to pay more in taxes.
