Looking for a nicer sit down place that serves lunch. Nothing too too fancy. Work type lunch. Walkable from City Hall.
Someplace I've never been is even better. :-) Already been to R2L.

Here's my suggestions:
XIX - $20 pre-fixe cafe lunch. Amazing. Includes 3 courses plus soda or ice tea. If $20 isn't too pricey, this is the best deal ever.
Fuel - Great salads and sandwiches, waitress service. Perfect for the health conscious, everything is under 500 cals.
Caribou Cafe - French, I enjoy a little lunch alfresco there...
Barbuzzo - always crowded at lunchtime, so it must be good.
More than Just Ice Cream - love their sandwiches and salads.
A little further of a walk (Spruce), but I heard Mercato is now serving lunch M-F.
For a no frills lunch in CC, I would go to the food court at the Bellevue and get SaladWorks my fave... Double points Tuesdays at Qdoba (instead of needing 10 visits to get your free meal, you only need 5!), Jeans Cafe for chicken caesar wrap, OG for soup salad and breadsticks, and for a longer lunch - some shopping and food court at Liberty Place.
I second XIX--lots of good options on the prix fixe menu and it's just a lovely space.
Estia on Broad and Locust (across from the Academy of Music) has a two-course lunch menu ($17) that I always enjoy.
