I like the first dress...second as pp mentioned doesn't show. If you went with #1, I'd have the boys in navy shorts and white polo shirts.

turns out no local stores have them, i need to have it shipped from NOVA overnight. Sadly i would rather pay shipping fees than drive to NOVA...

Pentagon City is just over the river from DC. LIke if you got out 14th Street Bridge/395 from DC - its maybe 4 or 5 exits down.
I would go with the first one. Not sure if you are doing the pics inside or out but plain white can get tricky with the sun depending on weather conditions if you are outside.
For boys I would go with tan/brown or Navy
