Toddlers in the Tower Theater area?
Anything fun in the area that you recommend or a 3.5 year old?
Also, any cute towns in the area that we could walk around and get something to eat in?

Is there some kids show at the Tower Theater?
Having grown up in the area, I can tell you the closest amusement or
fun thing for a 3.5 year old is not going to be anywhere near the
Tower.
There's the Please Touch Museum and the Philadelphia Zoo, which are not far. As for cute towns, you can take a ride out to Ardmore, check out the shops on Lancaster Avenue and/or Suburban Square.Bryn Mawr Farmers Market is also on Saturdays, just a few minutes past Ardmore:

If you head to Ardmore/Bryn Mawr area, there is a really awesome playground in Bryn Mawr just off Montgomery Ave called Ashbridge Park. Our 2-year old loves it there, even though some of the stuff is for 3-4 year olds. It's pretty amazing. There is a covered pavilion with picnic benches where you could have lunch.

You could pick up lunch or eat in Ardmore at Suburban Square, or at the farmers market in Bryn Mawr. Then head to the playground afterwards.
I do not recommend walking around the Tower Theater area. In Havertown, there is a truly amazing park called Freedom Playground (at the Haverford Reserve). It is probably a 10-12 minute ride to the Tower. It is totally unique and interactive and all soft turf, misters, bridges, tunnels, forts, slides, the works.
Also, the Tower is probably only 20 minutes to Rittenhouse Square! Tons of amazing restaurants, shopping and your daughter can run around the park.
In Philly the Reading Terminal Market is the creme de la creme of all farmers markets. Ardmore, in Suburban Square, has a cute little farmers market.
I highly recommend the Please Touch, but you need at least a few hours there.
