Not sure what you mean by family friendly. I'm sure most hotels will accomidate families, you just have to ask about the specifics you need (crib, cot, babysitting, etc). Montreal and Quebec city are both world class cities with a huge range of accomidation depending on your needs. I'd check out trip advisor to narrow down your choices.
A great day trip for kids in Montreal is the Biodome. you can even get to it by subway (it is located at the old Olympic park).
