Has anyone been to Mazatlan, Mexico? Thoughts?

Yeah, I agree.
My sister is going there today for work in a non-profit for a week or so. It's not a vacation. I'm just concerned for her safety. I read last night that as of 2010-2011 all major cruise lines pulled their ports of call from that city due to increased violence. But, the Dept. of State website is pretty vague saying to stay in the city center and use direct travel routes in and out of the city.
I wondered if people have experience there?
