Property Taxes

Can anyone fill me in on how these are established? We're trying to estimate what they will be on the new house. I've looked at the taxes on the realestate sites (like Howard Hanna) and they are just all over the board in our school district (West Allegheny). Two houses that appear to be similar can have a difference of 4 thousand dollars between their property taxes.
