My boyfriend and I have a one year old Shih Tzu named Luna. We are having trouble with her and the "Come" command. This is especially a problem when she goes outside to do her business. There are times where we yell it once and she comes immediately...and yet there are other times it seems like she can't even hear us. Any idea what could be causing such different responses? And suggestions on how to fix this?

We actually use a bell. Think come and get it dinner style on the ranch bell that the previous owners had mounted to the arbor by the door. When we first started he was always with us on a leash and I would ring the bell right before entering the house
Our trainer told us "come" is one of the hardest commands for a dog and it must be practiced over and over again. Also he mentioned it shouldn't be taught in a threatening or stern matter.
For us it works if i use a more high pitched voice like
Need training you might want to take her to class. You cant yell her name or keep calling come or it will come to a point she might just ignore you. You need positive reinforcement. Every time she comes in you should give her a treat.
When you say Come to her, are you taking her inside every time? One thing our trainer said is that if every single time the dog comes to you, "the fun stops," they will start to ignore that command. Coming to you has to be way more exciting
