They countered our offer by only offering $1900 less than their asking price, plus the $7000 seller's help we had requested. I'm not sure what we should do...

Personally I would try to look at the big picture total costs. $7k back sounds great. I know the mentallity right now is that it's a buyers market and you want a good deal. It's difficult factoring in everything though. Think about how the price compares to the comparables and how much you want this particular house.
