    I assume most of them do sometimes. There's a fair amount of child-friendly stuff to do on the strip, and I wouldn't expect families to avoid it all the time. I always used to go to the strip once or twice with my best friend when I visited her there in junior high and high school, so she could take me to her favorite places that she went to with her friends. I'm not saying the majority of the kids on the strip on any given day live there, but there are fun things for them to do.

  • Oh. Good. All the children less than age 5 that were out on the Strip at 11 pm were just visiting friends. That makes it okay.

    a) I specifically said, "I'm not saying the majority of the kids on the strip on any given day live there, but there are fun things for them to do;" and

    b) your UO, as I read it, was about kids under 16 at any time of day. If you meant that 3-year-olds shouldn't be out on the strip at night, it would hold in any city's downtown and probably wouldn't have been much of a UO.
