Adult Family Vacation

I'm bored, and I want to start planning/daydreaming.  We have been talking about going on a vacation to an all-inclusive with DH's family (anywhere from 10-13 adults).  I'm looking for destination ideas:

Here's the criteria:

Destination - all inclusive.  Most (if not all) have done Cancun before, so I would like to say Cancun/Cozumel is out.  I know St. Thomas is out as well (already been visited before).  Most of the people we'd be going with just did a southern Carribean cruise, so I think they would want to stay away from most of those islands (St. Lucia, etc).

Budget - Personally, I'm thinking, I would like the flight/hotel to be no more than 4,000-4,250 for two people.  This would most likely be for 7 nights, but might be negotiable to only 5 or 6.  We'd be flying from Indianapolis, IN.

Things we like to do - Chilling on the beach.  We are into active things as well.  I would definitely want to walk around and explore the area.

Am I missing anything??

Also - tips on booking this?  What websites do you find the cheapest?  Do you usually book the flight/hotel as a package (i.e. expedia, travelocity, etc), or do you usually book separately?
