Dealing with a car accident

My husband was in a car accident over a week ago.  It was the other driver's fault.  (He changed lanes without looking.)  My husband was not able to get the other driver's information because he was injured in the accident and was put into an ambulance.  Police arrived on the scene; however they said it was not their precinct so officers from the correct precinct were going to meet him at the hospital.  They never showed up. 

We really need to get the information of the other driver!  The spot where the accident happened is on the border between two precincts so he's been calling both and the general NYPD reports number and so far no report has been filed.  He tried asking at the precinct we think the officers who showed up were from if they can find out if they wrote anything down and the person on the phone said it's not their jurisdiction or their job to get the cars info and hung up on him.  (Obviously that is their job.)  Does anyone have any ideas for how I can get this person's info?  I really don't want to have to pay for everything just because the police were incompetent.
