Getting rid of NASTY neighbors (HELP)

I need some serious help!!!  So I've been living in my house for about a year.  My husband and I saw the house for the first time in the winter months so we didn't get a chance to see the BUM neighbors living next door.  Their are a lot of unrelated people living in the house next door (including a toddler) and including a registered sex offender.  The problem with them is they are very sketchy, people in and out all of the time. blasting music outside.  They are the only home on the block that is constantly loud.  So since its been getting warm outside I have all of a sudden seeing bugs in my house.  Now I am a neuroticly clean person.  We will not even go to sleep with dishes in the sink!!  Tonight I went out to put the trash out b/c my husband was not home and the get that we share was infested with roaches on it!!!!  I could not believe it!!  I kept wondering how in the hell do we have roaches.  I even had an exterminator come in previously and they could not believe the house had roaches.  Now its not infested but I see at least one a day which means they are around.  I need to know what process can I take to get these NASTY ASS PEOPLE OUT!!!!!!???  As I'm typing this I hear them outside making noise.  P.S. Nobody in that house works.  How do you get the town or state to condemn  a house.  PLEASE HELP!!!!! I also have a baby that I need to protect

I see you posted a long time ago, but the same thing happened to us in our old house. The neighbors were a few doors down, but there was also a sex offender and I was horrified! There is something you can do.. More than likely the apartments are illegal. In our case, the house was foreclosed and then an absentee landlord bought the property and were renting rooms out for cheap. .This was illegal! I called my local councilman. He was so helpful and sent law enforcement to check it out. The landlord was fined and was forced to cut the locks off the doors. As long as the tenants were living with doors without locks it was fine.. but who would agree to that. One by one the trash left, including the sex offender!! Luckily my husband and I got out off that terrible block... but at least it was better before we left and sold our house!!! Good Luck!!

@sharlrose629 Thank you sooooo much!!  I have contacted numerous people including the town, but they are still here. Low and behold we found out they are stealing power from PSENG LI.  But I will call my local councilman tomorrow.  I want them GONE!!!! Thanks again!!
