County Sewer Issues

Hi Guys, 

So I've been in my new home for a bit over a year.  We are having an issue in my basement bathroom wherein if we flush the bathroom on the first floor or use sink the shower and/or toilet in the basement is gurgling water.  There is a sewer line in my basement and we had it snaked but the water is still gurgling.  The county's sewer/water drain is right outside my house.  When dh looked in it, it has debris in it.  Does anyone know what the protocols are for having the county come out and clean it?  Also, how long do they take?  I heard it takes 6 months for them to schedule a clean up.  That would cause a serious problem in my basement. Any advice?? HELP.
