Poor little parakeet...advice

He was sick about 3 weeks ago --- stayed at the bottom of the cage for a day. He was kind of weak.
Eventually he began to eat and drink again --- he is eating fine but he isn't really mixing with the other 2 birds and I don't think he can fly anymore. He sort of gets around by climbing wherever he goes.
He is only about 2 years of age. I am wondering if he had a stroke of some kind? Why won't he fly?
