I've certainly seen this general terror alert.  It's all over the news.  But what do you mean by the bolded?  Return from where and to where?

I'm gathering from news sources, that an alarming amount of home-grown European citizens are become radicalized, traveling to Syria and Iraq, and then returning to their home countries to do work for ISIS there.

Which, is why the refugee scare is complete nonsense. The people to be worried about are these European citizens who can easily get a Visa waiver and fly right into the US, and stay here completely legally for up to 3 months. There is no reason why ISIS would try the refugee way when only 1% of refugees get recommended to relocation and an even smaller amount get recommended to the US, and then still have to wait 2-3 years to get here. Europeans citizens are a much greater threat to us and to other European countries, which is why the travel alert is there. People will be traveling a lot throughout these countries during the holidays.
