Roof floods again.

We were saving up for our downpayment for a new condo and guess what happened?. The roof floods. We don't know what we should do. It has started to leak also. The water stagnation is way too much since we have a flat roof. We may need to hire a person for repair works. I need an efficient roofing contractor since our last one was not that good. While searching for a roofing contractor I came across this checklist. http://www.empireroofingcorporation.com/roofing-contractor-checklist/  . This Empire roofing has some really good reviews but it looks like they do more commercial roofing works.Is there anything else that I should ask my contractor before hiring?. Should I go for a new roof rather than repairing the existing one?.
