It's a decent city and depending on where she vacates, could likely be living in a really nice home for a decent price. Redondo Beach is the neighboring city, which is very nice and Torrance definitely has some nice areas. Home sales in this area are decent and the decline is limited compared to some:) The school system is average. Overall, a nice place to live. I think your SIL will be fine:)
If you wanna get technical, your sister's city on the other hand has a higher crime rate and the market has declined disasterously! (you can verify all of this via mls alliance, realtor.com and maybe even google)

I lived in Lawndale for a year before moving to our home in the city adjacent, Hawthorne. We lived in an apartment right on Inglewood Avenue across from the high school.
Lawndale is about half-and-half nice/crappy. El Camino Village (which I think is unincorporated Lawndale) is the nicest portion of the city, nicest kept homes, less dense, almost all single family residences. The rest is okay, not the prettiest city in the world, but a lot of younger, first time homebuyers are moving in b/c it costs a heck of a lot less than the surrounding "beach" cities of the South Bay. CIty officials began a beautification project along some of the major streets, with new landscaping and lights, so it's starting to shape up. Lawndale's high school is considered the best in the Centinela Valley High School District, and the local papers don't report any more crime in Lawndale than you'd find in any other city of a similar demographic -perhaps even less. Lawndale is nice because it's located near the freeway, decent-enough schools, good shopping, and a really nice Vons (I like my supermarket!)
