Need advice about lice!

Anyway,
My "friend", "Mary", is having a problem with lice, and those nit picker thingies aren't working at all!
I've tried, I mean she has tried all the shampoos too! Although she does have a question about that. Are you supposed to wet your hair before using those?
Maybe I, I mean She, should just shave my, I mean her head.
Oh dear, what a clusterf*ck.
