My son, David, is having a very difficult time getting enrolled at a Georgia college. He will have lived in Georgia for four years in December of 09, yet the admissions office is giving him a really hard time about instate tuition. One year is supposed to be the max you have to live in Georgia. I don't know what to do besides just pray about it...it means so much to him to be able to go back to school and if he has to pay out of state, there is no way he can do this. I could tell today that he's really down, frustrated and so disappointed. Just need a lot of prayers and good vibes sent his way. The deadline is Friday.
Re: Needing some prayers
If memory serves me right, you need to show proof that you've paid GA taxes, proof of residency, etc. I know there are forms/steps you have to go through.

HTH.
If he's not getting answers, then have him contact the next person up the ladder.
Who has he been dealing with about this matter? I work for the Admissions Department at an Alabama school (I work in Marketing/Communications but I also work with the tele-counselors who have to know the rules about all instate/out-of-state policies) and I would advise that he stop dealing with the Admissions Department and speak with the Registrar's Office. They typically have a person in that office that deals with the residency.
All he really should need is proof that he's been living and working in the state for a year or more. And that he is a permanent resident (ie not living there to do temporary work or to attend school only). Once provided with that information, there shouldn't be any issue (but I understand that often times there are problems).
Have him contact the Registrar's Office and see if they can help him.
Good luck to him!

Ditto. When I applied and started at UA, there was a ton of confusion about my residency. I found that the admissions department was pretty clueless, but once I went to the registrar (the people that actually bill you) I was able to get the confusion cleared up in less than 10 minutes.
Good luck!
How frustrating! I still think he should get in touch with the Registrar's Office. I'm certain they will be of more help to him. I work in Admissions at AU and i know 80% of the people in my office wouldn't have any answers for a student in a similar situation (which doesn't really seem to exist anyway but apparently that is besides the point...).
