Can anyone foster a dog?

I got an e-mail from a fellow kitty rescuer. They need a place for a hound in VA. I'm from PA and can't foster, but if you can or if you are looking for a really sweet dog please read:
I know you guys are full up but I'm getting desperate here. Sifter is one of those dogs who looks like one of those dogs. I have had NO luck generating interest in her and believe me, I've tried.
The thing is, Sifter is such a lovely dog the Tazewell Shelter staff have kept her alive since January. This is unheard of and speaks volumes in regard to her temperament. The floors are being resurfaced and Sifter will be one of the first to be PTS because she's been there for so long.
Please, please, if there is anyone you can think of let me know. I can't stand the idea that this dog has been kept alive, for so long and now might be killed because of improvements to the pound.
