Can anyone recommend a safe apartment area in either Oceanside, Carlsbad, Del Mar, Encinitas, Vista area etc...
All the reviews I have been reading on websites seems like every place is either gang territory or filled with mold!

Any property on the coast runs the risk of mold due to the fact that its near the ocean and you get fog! Salt water does nasty things to homes.
Are you looking at super cheap places? That would land you in gang territory in Oceanside.
Whats your budget? You might look into renting a house- some of them are about the same price as an apartment and you dont have to deal with neighbors.
I live in Oceanside about five miles from Camp Pendleton. My husband and I love the area we live in. We're near schools and a church and a lot of other residential communities. We haven't had any issues with crime or mold and it's a very clean, friendly neighborhood.
Our apartment complex (Montecito Village) is a gated community with security patrols. There is also a less expensive, but equally nice apartment complex down the street from us with a ton of amenities. Let me know if you would like any further information and good luck with your search!
I am looking for a reasonable place but nothing ghetto and I do not want gang territory in Oceanside due to the fact that my husband can't be home with me all the time.
My budget is 900-1,200 a month. I don't want to rent a house because I will be living alone most of the time and that is too much space for me.

No problem. Also, since you just posted your price range, I'd suggest looking into the apartment complex I mentioned down the street. It's called Villages of Monterey and it's on Mesa Drive. Also, there's another gated community off of Rancho del Oro called Mission Hills. I have friends that live in both of those complexes and they seem pretty happy.

One of my former coworkers lived in an apartment complex in Vista (oceanside/vista border) on Bobier. It was in an average neighborhood-not ghetto but not upscale. It was a gated community and they had a decent sized 2 bed/1 bath apartment that was around $900 a month. I wish I could remember the name of the complex! It was fairly large and had a pool and covered parking spaces.
You might be able to find a 1 bedroom in the Carlsbad area for that price. Most of my coworkers live in Carlsbad and Oceanside and pay around $1000-$1300 a month for a basic 1 bedroom apartment.
We have a 2 bed/2 bath house in Escondido and I live alone 4 nights a week. We are in a residential area and I love it but I did live alone for 5 years before meeting DH and I love my alone time!
I dont know what your work and financial status is but there are some nice income restricted apartments in Carlsbad. Its not a gated community but it has everything else and is HUGE! Its off of El Camino Real and Poinsettia (it has a different name where it intersects with El Camino Real but I cant remember it right now).
Was that complex off of bobier called Mesa Gardens? I just looked it up..
My husband is military so we don't qualify for low-income housing if that is what you we're talking about. I have seen the low income apartments though they are niiiiice, talk about a good deal!!
In Vista/Shadowridge, a few friends live in one on Sycamore called Woodbend Apartments and they enjoy it - I go running by it and it looks nice - I also have heard good things about Bella Terra in Vista.
I used to work as a leasing agent for apartment homes and anyone that wondered about safety I would tell them to call the local police department because the cops have a run down of every call made to them from the complex and surrounding area so you will know what kinds of calls they get - but you can also get a feel - I've worked at some shady places and you knew it the minute you walked in the office...
I know that there are some nice complexes that offer a military discount. It doesnt hurt to ask when you are hunting. Some of them even have different lease lengths because they know that military families sometimes have to move around.
Yup..Mesa Gardens is the name of the complex. The girl I knew who lived there had her son and lived alone after her brother was deployed to Afghanistan. She had an upstairs apartment near the leasing office and she felt pretty safe when she was alone.
My freind lives in The Club in Torrey Pines near Del Mar, and when we went apartment shopping I noticed there were A LOT of places in Torrey Pines that were up for sale...have fun looking!!

I also forgot to mention it, but if you register on rent.com and find an apartment complex through the website (and mention it when you sign your lease), you get $100 reward card in the mail from mentioning them. Most apartments in the area should be listed on there (all the ones I mentioned are), so it might be worth taking a couple of minutes to glance at the website. Good luck!
