where to find gift favor tags?

Any craft store usually has them.

I like to make my own.
Cut out paper with craft scissors and punch a hole in the top.
You can also get a tag craft punch and use magazines as the tag paper.

I like to make my own too You can get some really cute scrapbook paper or tag board if you want them thicker. Use neat scissors to cut out, hole punch on the top, and use simple white string to tie or another thinner kind of ribbon. If you're prepping for the holiday season, you can even make lots in advance.

I make mine out of old Christmas cards.  I use a circle scrapbook punch.  Just make sure there's no writing on the back side of where you punch.
