You really just need Word. Download some cool fonts you like at dafont.com (free!) .. create a few text boxes to maneuver things around, then print on sticker paper and get a nice die cut thing (I have forgotten the term for them...brain fart) and voila.
Or you can go the fancy route and create that whole image in something like Photoshop or Illustrator.

Honestly, the only thing unique about the decal (besides the font, which you could probably find at dafont.com for free) is the shape it's cut into. You could use a simple paper punch from Michael's or Hobby Lobby to do that.
Trust me, unless you want to get into decal creation (or something similar) for a living, you won't want to shell out the money for Adobe Illustrator. Especially not when there are free options out there that can create this simple project.
Just to show you, I made this in PowerPoint in about 20 minutes (that includes the time it took to find the font on dafont.com).

I replied in your other thread, but Inkscape is an open source (read: free) program similar to Illustrator.
But yeah, PowerPoint is surprisingly useful for these kinds of things.
Photoshop is not the program you're looking for.
We'll just not tell H about this little fact, m'kay?
