Help with rose bushes

Hi all-

 This is our 2nd summer in our house.  Last year, I did not do any gardening.  This year, I decided to clear out an extremely overgrown and weedy garden that the previous owner neglected.

 

There are several rose bushes, but the only reason I know they are rose bushes is by their leaves and thorns.  They don't flower or even bud.  If I want to get them healthy for next year, what should I do, and when?  I read that you are supposed to prune them in the spring, so I am reluctant to prune them now because it's so late.  Any ideas?  I also am not really sure how to prune them either.
