Present for a 4 year old boy?
What are they into these days? I'd prefer to buy something the kid would use for awhile (blocks? too young for legos?) instead of a trendy or age specific toy they'll have to get rid of soon. I know the mom better than I know the kid. She's into organic/green stuff and they live in the city (not a lot of space). Their family buys memberships to the museums and zoo, so that idea is out.
~$25 to spend. Thanks!

This isn't organic/green, but this is what I got our nieces for Christmas. I remember loving a similar set when I was younger, and I think they'll get a lot of use out of it too.

Or this is a nice, and low-cost, set of wooden blocks:

My four year old LOVES the board game Guess Who?, Books about monster trucks, well any transportation vehicle really, and hockey.
We got my 4yo nephew a Cars race track with Lightning McQueen. We also got him Spongebob play-doh (on his wish list). I would suggest anything Cars, Thomas, Spongebob, or Star Wars related. Maybe a family board game? They make Cranium for younger kids.
When I was a young kid, I loved grass heads. I found a link below for making one from HGTV, but you can buy them too. The child waters his grass head to make the grass grow, and then grooms his hair into a style every week. Very environmentally friendly, especially if you make them yourself with some recycled products.
