I have paid off about half of my medical debt. I am in a possition where I could make a balloon payment of about 2/3 the remaining amount.

I've heard sometimes hospitals will reduce the debt when you are close to paying it off and you make a payment like the one I'm talking about.

Is 1/3 too much to ask for them to waive?

Absolutely not. I'd start out asking them to wave a little more if it were me. Bargain, basically.

I'd ask them to waive 1/2 if you can pay off the rest right now - I'm with BC, you need to bargain a little.

You say the following: 

Hi, this is MinM, ID # blahdeblahdeblah. I need to speak to someone regarding paying my bill. 

Hi, Jane? My name is MinM, ID # blahdeblahdeblah. I see I still owe $3000. My issue is this: I could stick with my current payment plan, paying you $100 per month for the next 30 months, or, if you would allow me to, I can move money over and pay you $1500 if you will consider the bill paid in full. You need to get your manager? Ok. I'll hold. 

 *repeat to manager*

This way you leave yourself open to *if you absolutely have to* moving a little more over to pay it off in full. They'll usually take that offer though.
