it was so easy, I've made a few LSU ones to give as gifts too.
You get some elastic, not too wide but not too thin that it'll cut into them, you know? Measure it around the waist, leaving a little room to grow. Cut where you measured and sew the two ends together.
Then cut some strips of tulle, depending on how long you want them. I didn't measure, but guessing mine were maybe about 12 inches each? Maybe?
Tie them on! I'll try to explain how I did this the best I can. You bring the two ends of each strip together, leaving a loop at the other end. Pass the two ends through the loop, securing the elastic in/around it. Does that make sense? I can try to find a picture online if you need me to.
It's really really easy, just takes a little time. You can do one color or alternating colors. You can even sew beads or sequins on some of the strips if you want, or tie on ribbons.
