w/o sending him for a million tests - xrays, mris, etc., the doc said it was either fractured or broken and it would (a) heal on its own or (b) start to die and we'd have to amputate. Either way, they can't do much for a broken tail since it's an extension of the spine. She prescribed pain meds and we were instructed to watch it. It's 99.8% back to normal with still some slight swelling. It's wag-full though, and for that we're happy.
The boarding place paid our vet bills and refunded Bailey's boarding fees without me having to go all psycho-doggie-momma on them, which was nice, yet disappointing.
