blue glitter eyeliner - yes
shadow only if a dark shade (midnight/navy) as an accent in a smoky eye look
I think it's possible depending on the shade of blue and it has to be age appropriate.

for asians, this is hard to pull off. very dark blues or purpley blues are okay.
I wore blue for Christmas, and my eyes are greyzle (grey-hazle: they change colors).
I did a grey-blue in my crease; a very light blue on the lid; a shimmery white over all that; and a navy-blue liner. I liked it: it reminded me of snow, and I thought it was fun.
But I don't think anyone can get away with that powder-blue crap they used to peddle in the 80s. I mean, unless it's ironic eyeshadow, but that's kind of hard to convey, y'know?
