I would like to take this opportunity to announce an organizational change within the __________ management team. Mr. L____ F____ has left his position as Human Resource Manager effective January 26, 2010. We would like to thank L____ for his contributions to the organization over the last three years and wish him the best in his future endeavors.
D_____ B____ will be reporting to R____ M_____ during the interim period and both will be available to assist you with your human resource needs.

it's entirely possible that this person left a dear john note and quit: "by the time you read this, i will already be gone."
however, given that it's an hr manager, i would be surprised that they did not give two weeks.
I didn't want to skew the poll results, but that was my thought as well. Especially given the time frame--it's not like it said that his last day will be XX and we'll miss him and wish him well. It's basically "BTW, he's gone, see these other people if you need something."

Coming from an HR person we never formally say anything about a person leaving before they leave (perhaps on their last day). Generally if they are leaving on their own others hear about it, but this is the standard generic email we send out about everyone at the upper management level.
That being said, if you didn't hear about it previously it's likely they were asked to resign.
huh. we get emails from management like that when a person resigns, along with "let's wish him/her well in her future endeavors".
when they are fired, we get:
Effective immediately, [former coworker] is no longer with the company.
