You should try being the HR person that has to deal with it.
I love when an employee comes in and says "My boss is harassing me."
Me: What exactly is your boss doing? We take this seriously, so I need to know something more specific than harassing.
Ee: He keeps coming over to check my work, and make sure it's getting done. He wrote me up for not getting work done a couple of weeks ago, so now he checks on me all the time. This is harassment. It's not nice.
Me: I just want to make sure I heard correctly. Your supervisor is harassing you because he's ensuring your job is done and that it's being done correctly? Was this a problem prior to the write up for not getting it done correctly?
Ee: No.
Me: Here's the definition of harassment/discrimination. I will speak with the supervisor, but from the information you've given me it sounds like he is supervising you. It is more noticeable now because he's concerned, but that's not harassment.
Ee leaves.
Co-workers: How the heck did you not laugh?
And that happens at LEAST once a week in various forms. In fact, I have an investigation to conduct right now for discrimination because the "supervisor isn't qualifed to supervise me so he's not promoting me because I'm female." Yeah.

I could never work in HR. I'd laugh at too many people or at least get complaints about my constant WTF look.
