Do I need to remove the mulch which I used to protect fountain grass (after cutting it down most of the way)? The mulch hasn't decomposed enough to reveal the top of the plant and I'm wondering if this will hinder the photosynthesis process.

I'm sorry for sounding so confused, but If you're concerned about photosynthesis, why did you cut it down and mulch over it?
What variety of Fountain Grass is it, and what zone are you in?
Zone 6B. I don't remember what variety it is, it's purple-ish in color and my research seems to suggest it is pennisetumrubrum (?). Planted last May/June. The nursery I buy most of my plants from includes growing and maintenance instructions, which suggested cutting down late fall and mulching to protect against frost.
You should be fine then. The mulch will heat up as the weather warms up and the sprigs will come back in.
