DH wants to plant some veggies in large pots at our apartment since we don't have any land to do it. When should he start planting the seeds to get started?

Google your last frost date & put it in the above. (I think frost dates still apply b/c presumably the plants would be on a window sill & if it's 30*F outside, the window area will be too cold for them)
You'll need a *very* sunny window to successfully grow veg indoors. And, for some plants (tomatoes, squash, etc) you'll need to manually pollinate the flowers.
You may want to look & see if your area has community gardeners. There is a person local to me that has tried to grow veg (peppers, tomatoes, some lettuces, etc. I believe) indoors & it's been an uphill battle. His blog is The Indoor Garden(er) if you're interested.
